중국 국가발전개혁위원회는 (National Development and Reform Commission) 올해 초 진행된 시장 독점 관련 조사를 바탕으로 주요 국유 항만 기업들이 (상하이 국제항무그룹 (Shanghai International Port Group), 천진항집단유한공사(Tianjin Port Group), 청도항집단유한공사(Qingdao Port Group) 및 닝보저우산항그룹유한공사 (Ningbo-Zhoushan Port Co) 등) 자회사를 통해 tug나 tally서비스의 독점 및 수출 화물에 대한 과도한 취급수수료 부과, de-vanning 및 tally 서비스 의무화 등의 부당한 독점 행위를 하고 있다고 언급하였다.
NDRC는 "이러한 관행으로 인해 시장 내 공정 경쟁이 제한되어 가격이 급격하게 상승하고 실물 경제에서 운영비가 증가하였다”고 밝히며, 주요 국유 항만 기업들에게 중국의 수출입 물류 비용 절감을 위해 2018년부터 “합리적인” 수준의 취급 수수료 책정 조치를 권고하였으며, 이에 따라 중국은 물류비용을 연간 CNY 35억 (USD 5억 2,800만) 가량의 물류비를 절감 할 계획이다.

Major state-owned port groups told to cut handling fees by 2018 to help save $530m in export/import logistics costs annually
THE National Development and Reform Commission, China’s top economic planner, has requested several major state-owned port groups to rectify their monopolistic practices, following antitrust investigations earlier this year.
According to a NDRC statement, these port companies include Shanghai International Port Group, Tianjin Port Group, Qingdao Port Group and Ningbo-Zhoushan Port Co.
The companies were criticised for monopolising tug, tally and agent markets at local ports via subsidiaries in the respective businesses; charging excessive handling fees for export cargos; and imposing compulsory de-vanning and tally services on counterparties, among other terms.
“These practices have eliminated or constrained market competition, affected fair competition in the business environment and resulted in soaring service prices and increasing running costs in the real economy,” the NDRC said.
The results came after a joint investigation by the NDRC and the Ministry of Transport on SIPG and TPG in April and a subsequent port meeting held by the two government bodies.
Most of the ports have started with plans to correct their operations practices, NDRC added.
Among other measures, the four port groups mentioned above will reduce their handling fees from 2018 onward to a 'reasonable' level, which will help save around Yuan3.5bn ($528m) in export/import logistics costs on an annual basis, according to the NDRC.
